NOTICE OF SUSPENSION AND RESTITUTION Case No. 11-17-GA Notice Issued: July 11, 2011 Rose M. Hooper, P 32677, Detroit, Michigan, by the Attorney Discipline Board Tri-County Hearing Panel #26.

1. Suspension - Three Years 2. Effective July 9, 2011 Respondent did not appear at the hearing and was found to be in default for failing to file an answer to the formal complaint. Based on respondent's default, the panel found that respondent, in a bankruptcy matter; handled a legal matter without preparation adequate in the circumstances; neglected the legal matter; failed to act with reasonable diligence and promptness on a client's behalf; failed to keep a client reasonably informed regarding the status of a legal matter and respond promptly to reasonable requests for information; failed to return client property; failed to refund an unearned attorney fee paid in advance; failed to answer a request for investigation; and failed to respond to a lawful demand of a disciplinary authority.

Respondent's conduct was in violation of MCR 9.1 04(A)(2), (3) and (7); MCR 9.113(A) and (B); and Michigan Rules of Professional Conduct 1.1 (b); 1.1 (c); 1.3; 1.4(a); 1.16(d); and 8.1 (a)(2).

The panel ordered that respondent's license to practice law in Michigan be suspended for three years and that she pay restitution in the amount of $1,100.00. Costs were assessed in the amount of $1 ,648.13.
