NOTICE OF REVOCATION AND RESTITUTION Case Nos. 98-128-GA; 98-141-FA; 98-230-GA James Cannon, Jr., P-28005, Detroit, Michigan, by Attorney Discipline Board Tri-County Hearing Panel #36.

1) Revocation; 2) Effective February 5, 1999. Respondent was retained to represent seven separate complainants in a variety of matters, including four civil litigation matters, a property dispute, a federal criminal appellate matter, and a decedent's estate. The panel found, by default, that respondent neglected and/or abandoned all seven matters; knowingly made false statements to his clients in one matter; failed to refund unearned fees and/or to return client files in four matters; commingled and misappropriated client funds in one matter; failed to answer seven Requests for Investigation; and failed to answer three Formal Complaints. Respondent also failed to appear at the second disciplinary hearings.

The panel concluded that respondent's conduct violated MCR 9.103(C); MCR 9.104(1)-(4) and (7); MCR 9.113(A) and (B)(2); and Michigan Rules of Professional Conduct 1.1(a)-(c); 1.2(a); 1.3; 1.4; 1.5(a); 1.15(a)-(c); 1.16(d); 3.2; 4.1; 8.1(b); and 8.4(a)-(c).

The panel ordered that respondent's license to practice law in Michigan be revoked and that he make restitution to three of the complainants in the total sum of $8,250. Costs were assessed in the amount of $489.70.
