NOTICE OF REVOCATION AND RESTITUTION WITH CONDITIONS Case Nos. 95-227-GA; 95-257-FA Richard J. Collins, P-28648, Southfield, Michigan, by Attorney Discipline Board Tri-County Hearing Panel #84.

1) Revocation; 2) Effective December 19, 1995. The panel found that the allegations of professional misconduct contained in the thirty-four (34) count Formal Complaint 95-227-GA were established by default. Those allegations include multiple counts of neglect; failure to return unearned fees; failure to answer Requests for Investigation; and abandonment of his law practice. Respondent also failed to answer the Formal Complaints and failed to appear at the disciplinary hearing.

Respondent's conduct was found to be in violation of MCR 9.103(C); MCR 9.104(1)-(4)and(7); MCR 9.113(A)and(B)(2); and Michigan Rules of Professional Conduct 1.1(a)-(c); 1.2(a); 1.3; 1.4; 1.5(a); 1.15(b); 1.16(d); 3.2; 3.4(c); 8.1(b) and 8.4(a)- (c).

The panel that respondent's license to practice law in Michigan be revoked effective December 19, 1995, the date of the disciplinary hearing, and that he make restitution to seven of the complainants in the total amount of $5,738.50 plus interest. Costs were assessed in the amount of $282.65.
