The Complaint a l s o charged t h a t t h e Respondent f a i l e d t o answer t h e Reques t f o r I n v e s t i g a t i o n . The Respondent f a i l e d t o answer the Formal Complaint and f a i l e d t o a p p e a r a t t h e h e a r i n g . The Board r u l e d t h a t p r o t e c t i o n of the p u b l i c , the c o u r t s and t h e l e g a l p r o f e s s i o n r e q u i r e s , a s a g e n e r a l r u l e , t h a t a n a t t o r n e y who h a s u t t e r l y f a i l e d t o c o o p e r a t e w i t h t h e d i s c i p l i n e sys tem must, a t some p o i n t , b e r e q u i r e d t o a p p e a r b e f o r e a pane l t o d e m o n s t r a t e h i s o r he r f i t n e s s t o resume t h e practice--of l a w .
