The Board found t h a t Respondent f a i l e d t o pay c o s t s i n excess of $2,000 taxed i n two p r i o r d i s c i p l i n a r y proceedings. Also, Respondent plead g u i l t y t o a v i o l a t i o n of t h e insurance code, to-wit: MCLA 500.1207 and 500.150, f a i l u r e t o t imely f i l e monies rece ived a s an agen t , a m i s - demeanor (People v. John Michael Kopp, Case No. 3707M, C i r c u i t Court f o r t h e County of Grand Traverse . ) Respondent f a i l e d t o answer t h e Request f o r I n v e s t i g a t i o n regard ing non-payment of c o s t s and t h e misdeleanor v i o l a t i o n and f a i l e d t o appear be fo re t h e hear ing panel . The Board noted i n i t s opin ion: "***the primary concern of t h e Board i n t h i s ma t t e r i s Respondent's l a c k of respons iveness and h i s contempt f o r t h e d i s c i p l i n e process . When a r eco rd r e f l e c t s an a t t i t u d i n a l problem a s w e l l a s a pat- t e r n of misconduct, t h e Board i s p a r t i c u l a r l y concerned regard ing t h e p o t e n t i a l f o r f u r t h e r harm and p r e j u d i c e t o c l i e n t s and t h e system of j u s t i c e . " The Board a l s o considered a p r i o r record of d i s c i p l i n e in- c luding a 150 day suspens ion i n 1981 and a reprimand by t h e Supreme Court i n 1978.
